Thank you for your participation in the public engagement events which took place in March 2024, building on previous activities and feedback received to date. This engagement sought to capture feedback from the local community and key stakeholders on the proposed public realm improvements at Rosebank Villas and The Scene.
To capture your views, an online survey launched on Thursday 14th March, coinciding with a pop-up event held outside Walthamstow Library. This ran until Monday 1st April, and a summary of the concept proposals was made available for download.
To ensure a representative range of feedback was received from different groups within the community, we also held a series of targeted events and activities throughout the consultation period. This included a site visit with businesses and market traders, a residents drop-in session, and an online workshop with representatives of key community/accessibility organisations.
Overall, there were high levels of support for almost all proposals among participants, including local residents, community groups, and key statutory bodies. One proposal, the relocation of the traffic modal filter on Cleveland Park Avenue, was not supported and strongly opposed by local residents. We will now be progressing final designs with consideration of the feedback raised during the consultation.
Public Engagement Report
The report which can be viewed or downloaded below summarises what the community have told us and how this feedback will be used to inform proposed improvements. Details of how feedback will shape the designs can be found in the ‘Next steps’ section of the report.
As one of the most prominent and highly trafficked public spaces in the borough, The Scene and Rosebank Villas serve as a key gateway to the town centre and an interchange between this main transport hub and the high street. The space is highly valued by the community and we have identified a need for investment to make permanent improvements.
The Council has appointed a multi-disciplinary design team to support us to develop concept designs. Work is underway to transform the public realm around The Scene and Rosebank Villas and create a vibrant, accessible, healthy and more easily navigable space for all. The project will focus on improving the pedestrian experience to recognise feedback the council have received through previous engagement with residents, businesses and visitors.
So far, the following priorities have been identified:
Defining clearer zones for pedestrian and vehicle spaces at The Scene to improve safety and provide better support for cultural, hospitality and residential uses.
Enhancing green spaces and biodiversity with plants, trees and vibrant flowers, ensuring the area is more climate resilient.
Increasing the brightness and softness of street lighting to improve visibility and make the area feel safer.
Introducing clearer signage to direct people to transport hubs, cultural attractions and points of interest.
Providing new street furniture including outdoor seating to support local hospitality businesses, as well as more cycle parking.
Improving community safety by ensuring the design provides a friendly and inviting environment.
This project is one of several being delivered through the Culture for All Levelling Up Fund programme, where the council are looking to improve the quality of key public spaces in Walthamstow Town Centre, unlocking its potential as an inclusive, safe, and welcoming cultural destination.
