Overview
This consultation is for Waltham Forest residents, especially those living in council-owned or managed high-rise buildings.
We are seeking your feedback on our proposed draft Mandatory Occurrence Reporting (MOR) Policy. This policy explains how we will identify and report serious building safety issues to the national Building Safety Regulator, as required by law under the Building Safety Act 2022.
The policy focuses on:
- Keeping residents safe in high-rise buildings
- Making sure serious safety risks are reported quickly and dealt with
- Working with residents to share information and updates
- Meeting legal requirements and improving accountability
What is Mandatory Occurrence Reporting?
Mandatory Occurrence Reporting is a legal process for reporting serious building safety problems that could cause:
- Death or serious injury to multiple people
- Major damage to the building
Examples include:
- Fire spreading or something that could lead to it
- Collapse of part or all of the building
- Defective building work or structural failure
- Failure of key fire safety systems (e.g., fire doors, smoke detectors)
This policy sets out how we will:
- Spot and report these issues quickly
- Keep residents informed about what’s happening
- Work with the Building Safety Regulator to make sure risks are managed
