We are proposing to revoke the existing Smoke Control Orders and create a new Smoke Control Order for the whole of Waltham Forest.
Smoke Control Orders control the legislation around the emission of smoke within the borough. Currently, there are over 30 Smoke Control Orders in place in Waltham Forest. The proposal is to replace these with a single Smoke Control Order for the entire borough, including waterways. This will help further reduce harmful pollution from chimney smoke and improve the health of the residents. There will be no change to the legislation around smoke emissions, this change will simply ensure the entire borough is covered by one unified order.
A 6 week consultation is being launched on 16th February 2026, to gather feedback from residents, businesses and other stakeholders. Copies of the Notice and Smoke Control Orders are available to download from this page and will be available in local libraries for review.
