Background
The council has a duty to ensure that children and young people have a choice of high-quality education, training and social care provision that meet their needs, and for children and young people with Special Educational Needs and Disabilities (SEND), our specialist provision ensures that theyare able to have their complex needs fully met and receive the specialist support that is required for them to thrive.
Waltham Forest has experienced a significant increase in the number of children and young people with Education, Health and Care Plans (EHCPs) requiring specialist provision. It is projected that the demand for specialist places will continue to grow across all areas of primary need. The cost-effective provision of high-quality educational places is central to meeting the Council’s objective of ensuring inclusion and high standards of achievement for Waltham Forest learners with special educational needs.
In order to achieve thishigh-quality education, training and social care provision, we held three workshops to work together with families and the local area partnership to develop a SEND Education Commissioning Plan. This plan ensures that a comprehensive ‘local offer’ of services for children and young people with SEND is commissioned.
Why are we consulting?
We would like to hear your views on our draft SEND Commissioning Plan.
Your feedback will be used to review our proposals and make necessary amendments to ensure we have a plan in place that supports the Council to meet its statutory duties. When this consultation is completed, we will process all responses and consider necessary adjustments so the SEND Commissioning Plan can be implemented from 1 September 2024.
Proposed plan and consultation documents
All documents referred to in this consultation can be found on the right hand side of this page under "Key Documents".
These documents have been developed to support the Council to be able to forecast needs of children and young people with SEND across the Borough.
To better meet the forecast needs of children and young people with SEND in Waltham Forest, we have four key intentions:
