This consultation is for Waltham Forest residents, particularly those living in council-owned or managed housing.

We are seeking your feedback on the proposed Housing CCTV Policy, which aims to ensure that the use of CCTV in council-owned or managed housing supports the safety, privacy, and wellbeing of residents.

The Housing CCTV Policy outlines:

  • How and where CCTV is used in council-owned or managed housing estates.

  • The purposes for which the CCTV footage may be collected and used.

  • How residents’ privacy is protected and how concerns are addressed.

What is CCTV and why is it used?

Closed-Circuit Television (CCTV) is used to monitor communal areas such as entrances, corridors, and car parks to help deter crime, support investigations, and improve safety for residents. The Housing CCTV Policy ensures that cameras are used responsibly, with clear guidelines on data protection and resident rights.

For example: A resident reports repeated vandalism in a shared communal entrance in a council-managed building. CCTV footage can help identify the perpetrators and support action, while ensuring that residents’ privacy is respected.
