Overview
This consultation is aimed at current and potential future Waltham Forest Council tenants living in council-managed homes. We are seeking your feedback on the council’s proposed updated Tenancy Policy.

The Tenancy Policy outlines:

  • The types of tenancies we issue

  • How will we consider requests to change from a sole to a joint tenancy

  • Relationship breakdown and how we will consider requests to change from a joint to a sole tenancy

  • Tenants’ rights to assign (transfer) their tenancy to someone else

  • How will we support tenants to sustain their tenancy and prevent unnecessary evictions

  • How will we support vulnerable tenants

  • How a tenancy can be ended

  • Our approach to tenancy fraud and abandoned properties

We’ve already heard from lots of residents about their experiences and have used this feedback to inform our draft policy, and now we’d like to get your views on it. We would appreciate it if you could take some time to read the draft policy and complete our consultation survey. Your input and insights are crucial in shaping our policy and helping ensure that we effectively support tenants to sustain their tenancies.

    Why are we seeking your views? 
    We want to understand if this policy is clear, meets your expectations, and if there are areas for improvement.  

    What do we hope to achieve? 
    Through this consultation, we aim to: 

    • Ensure that the policy clearly explains the types of tenancies we offer, in which circumstances and how a decision to offer a tenancy of a particular type can be challenged 

    • Ensure that the policy clearly explains the circumstances tenants may request a change from a joint to sole or sole to joint tenancy, or assign their tenancy to someone else 

    • Understand if our proposed approach to supporting tenants to sustain their tenancies is right, or if there is anything else the council should do 

    • Identify areas of the policy that may require clarification or improvement 

    Your input will directly influence the final version of the Tenancy Policy, ensuring it aligns with the needs of the community.
