About the proposal

The existing cricket pavilion at Rolls Sports Ground has suffered significant damage, primarily due to subsidence. As a result, the building has remained unused by the existing tenant, the West Essex Cricket and Football Club for many years.

The council has been seeking to deliver a new cricket pavilion at Rolls Sports Ground since 2023, when an insurance settlement was received to rebuild the subsiding building. Since then, the costs to deliver a new cricket pavilion have risen significantly.

Funding was secured in February 2026 and the council is currently developing plans to deliver a brand-new cricket pavilion.

The council has been working with the West Essex Cricket and Football Club on this to ensure a long-term, sustainable future for their operations.

This work follows the council’s major refurbishment of the neighbouring Rolls Park Sports Ground in 2025, a government-funded project which added a new Airhall, allowing tennis to be played year-round, and six resurfaced tennis courts.

What is happening?

We are working closely with West Essex Cricket and Football Club to design a replacement building which will sit on the same site and be approximately the same size.

We aim to create a more accessible, modern and sustainable building which can provide up to date changing facilities and space for social and community uses.

The new building will continue to be managed by West Essex Cricket and Football Club who organise football and cricket leagues.

The new Cricket Pavilion designs

We are working on outline designs for the building and these will be submitted to the council’s planning department autumn 2026.

Design plans for the new pavilion building will:

  • Follow the design of the old building and will improve on it with more internal open space for community use, level access, improved kitchen and catering facilities, and accessible toilets with baby-changing facilities.
  • Blend in with the surrounding trees and provide better views of the cricket ground from a covered terrace area. This can be accessed from the community space through large folding doors, which will allow users of the community space to sit outside when sports or other events are taking place.
  • Be faced in brick to provide a robust surface which is hard wearing.
  • Have a pitched roof. The current building has a flat roof section next to the games area and this sometimes results in balls being lost on the roof.
  • A ‘piled’ foundation, which means the new building can be constructed without undue damage to existing tree roots.
  • A more efficient heating and hot water system provided by air source heat pumps and will have ‘heat recovery’ ventilation, along with low-energy lighting and controls to ensure the building is energy efficient. All new buildings are built to much higher standards of insulation which will reduce fuel consumption and carbon emissions when the building is in use.
